SALT LAKE CITY — The Utah State Legislature voted in a special session Monday to replace Proposition 2, the medical cannabis ballot initiative approved by voters last month.

The Republican-dominated Utah House of Representatives approved the substitute bill by a vote of 60-13. The Utah State Senate voted 22-4 to pass it, according to a Fox13Now report.

The bill now goes to Governor Gary Hebert, who has indicated that he will sign it.

“This agreement is a landmark day for our state and that we’re helping people,” said House Speaker Greg Hughes, R-Draper.

Proposition 2 was approved by 53 percent of voters in a contentious campaign that saw political and cultural forces working against it.

Seeing that it was going to pass, Hughes convened legislative leadership, opponents like the Utah Medical Association and The Church of Jesus Christ of Latter-day Saints and Proposition 2’s sponsors, the Utah Patients Coalition and Libertas Institute, to negotiate a compromise bill.

In other words they are bypassing the will of the people and making this an LDS influenced bill!!!

    • mesaman December 3, 2018 at 8:00 pm

      What ever.

      • friedmoderate December 3, 2018 at 8:07 pm

        He’s right though

    • bikeandfish December 3, 2018 at 8:19 pm

Even if I may disagree with the certainty of that conclusion what ultimately matters is many people perceive the situation in a similar way. I think this could usher in a few moderates in years to come as voters aren’t quick to forget such slights.

      • Kilroywashere December 3, 2018 at 8:40 pm

I agree 100%. As a Republican, I feel betrayed. This makes me lose faith in our Democracy.

      • iceplant December 4, 2018 at 8:28 am

Keep sitting on that fence. We see you.

        • bikeandfish December 4, 2018 at 11:11 am

Not on the fei, I voted for it. I ultimately think they made an mistake in changing most of the things they have. That said, I would have loved to see the legislature deliberate in the open about the private property issue.

I’m not sitting on the fence I just don’t see this as black and white as you. But nice try.

        • bikeandfish December 4, 2018 at 11:11 am

          *fence

    • Brian December 4, 2018 at 8:52 am

Out of curiosity were you equally ticked off when they overrode the will of the people on Prop 8 in California, that marriage was between a man and a woman?

      • bikeandfish December 4, 2018 at 11:08 am

See below, that was ruled unconstitutional by federal courts which not an apples to apples comparison.

  • Kilroywashere December 3, 2018 at 8:06 pm

Why vote in Utah? Maybe all the millineals and generation Z crowd are wiser and smarter then us concerned GenX babyboomer citizens for ignoring the Democratic process. Saves you time, dont have to debate B&F over the issue, and in the end let’s face it, we live in a proto-state theocracy anyway and WE THE PEOPLE dont matter vs. Big $$$$$. Shame on the politicians in SLC for overriding the majority of Utahns who voted for this. Give it to the Democrats that stood up and voted against.

    • bikeandfish December 3, 2018 at 8:47 pm

I find the emerging details disappointing. Sounds like they reduced dispenseries from 40 to 7. And in tandem with that eliminated home growing for those not within a certain distance of said dispenseries. They basically eliminated thousands of Utahns from “easy” access to a potential medication.

PS…i can be disappointed in that and still think the private property issue is worthy pf legislative debate.

  • Redbud December 3, 2018 at 8:13 pm

So what specifically did they change? When will we find out what changed?

  • Stephen December 3, 2018 at 8:28 pm

Clearly we do not have a government of the people, by the people and for the people. Maybe another revolution in the making? Check out Paris, etc. Politicians, pay attention to what the people want.

    • Real Life December 3, 2018 at 9:34 pm

Not here in the Peoples Republic of Utah anyway.

  • Red2Blue310 December 3, 2018 at 8:58 pm

Another situation where your vote doesnt count in Utah if its not what the LDS leadership wants otherwise. Sheep for the unconstitutional

    • Kilroywashere December 3, 2018 at 9:28 pm

Yup Red2Blue310. Simply UNAMERICAN. A few men and likely, no women involved, have the power to override the people of Utah. This is the definition of a CABAL.

  • jpff December 3, 2018 at 10:01 pm

As far as I understand, the cannabis for medical use will be available for that purpose. The parts of Prop 2 that could have been misused to allow access to recreational use have been removed. Patients needing the parts of marijuana for health reasons will not have legal access.
If the LDS Church had actually come out and asked its members to vote against the proposition, it would not have passed. The church does not make political statements from the pulpit, and I challenge you to find any political directions from the Church on its LDS.org website.

    • AnnieMated December 3, 2018 at 10:46 pm

“The church does not make political statements from the pulpit, and I challenge you to find any political directions from the Church on its LDS.org website.”

Yea there’s no need for that. I sat in the church pew and listened our Bishop read the letter from the First Presidency aloud.

    • Kilroywashere December 3, 2018 at 10:57 pm

Oh we’re all safe now. Gee I’ll go to LDS.org and find out the real truth. Political statements from the pulpit, of course that is not how a religious-political cabal works. Thanks for verifying the Church’s members vote according to the whims of its leadership. Thank God Mitt Romney lost to President Obama in 2012. Tough to say that when you are a diehard Republican.

      • Kilroywashere December 3, 2018 at 11:25 pm

The truth shall set you free. Denying the truth does not change the essence of the matter. Defending your faith is one thing, but trying to cover up the truth is another. You cannot deny the LDS Church plays politics. The argument concerning access to recreational use is ridiculous. People can obtain Pot illegally in Utah or go to an adjacent State and obtain it legally. That doesn’t change. Honesty, would be to admit it is against your Church’s doctrine. As was same sex marriage in California, when the LDS church poured millions into the campaign to vote it down. Thou shalt not bear false witness. Try starting there.

        • Brian December 4, 2018 at 8:56 am

You may remember that the will of the people passed Prop 8, only to have the government overrule it.

          • bikeandfish December 4, 2018 at 11:06 am

True, but it was done at the federal level. But your example does highlight an example of tyranny of the majority and the reason why we have bicameral legislatures for such issues.

    • jh9000 December 4, 2018 at 4:40 am

Pull your head out of the sand.

“Church Says Yes to Regulated Medical Marijuana but No to Utah Initiative”

      https://www.lds.org/church/news/church-says-yes-to-regulated-medical-marijuana-but-no-to-utah-initiative?lang=eng

The church doesn’t have to “tell” it’s members how to vote, it implies it through statements (all from this one article) like:

“The Proposition 2 initiative “goes far beyond what we consider the appropriate use of medical cannabis,” said Elder Craig C. Christensen, a General Authority Seventy and President of the Church’s Utah Area.”

      and…

“Proposition 2 is not the answer,” said Elder Gerard.

      and…

“The Church is not alone in its rejection of Proposition 2. ”

      and…

“The Church’s opposition to Proposition 2 should not be interpreted as an effort to simply table the medical marijuana issue.”

      and…

“Additional information about the Church’s opposition to Proposition 2—and its combined efforts with others in the community to find a better solution—can be found at MormonNewsroom.org.”

    • iceplant December 4, 2018 at 8:40 am

      @jpff
Guess what, pal. Your church just thwarted the will of the people.
That’s not a democracy. That’s a theocracy. It’s also known by another name. Suppression.
      Are you proud of that?

  • KR567 December 3, 2018 at 11:24 pm

Did anybody here really think that the ( special based Utah group ) was going to let this slide ?

  • KR567 December 3, 2018 at 11:26 pm

Come on people we all know who the Govenor takes his orders from….that why hes governor

  • jh9000 December 4, 2018 at 4:31 am

The next time you hear one of our local government officials decry Big Government over-regulation I hope you remember they’re liars and they don’t actually believe that.

  • Nobody December 4, 2018 at 4:53 am

This is not a government of the people, this is a government of the Mormon church…..This is so non American, how dare Utah call itself a state of the union….what’s the point of even voting when your government ignores the will of the majority. This state needs ONE SERIOUS ENEMA. to rid itself of it’s Mormon constipation.

  • Carpe Diem December 4, 2018 at 7:17 am

Just wait till it’s legal nationwide for Rec… I think this bill is going to be massaged like no other through the next few years.

  • Kilroywashere December 4, 2018 at 7:38 am

Let’s at least create visibility. Rather than have an underground branch of government in Utah, would be more genuine honest and open to establish an LDS government office of religious approval. Give them veto power over legislation and approval of propositions for statewide vote. This way we dont have to waste time and money, and at least create visibility of direct Democracy in action in Utah.

    • Kilroywashere December 4, 2018 at 7:40 am

      Morals & Dogma, A. PIKE chap 1-3.

  • NickDanger December 4, 2018 at 8:12 am

The LDS Church is doing the exact right thing, behaving exactly how one would expect a church that opposes marijuana use to behave.

The State of Utah, on the other hand, is not exactly behaving like a proper state of the union. I know Utah is unique among states in that it is the only state openly corrupted (or enriched, I suppose, depending on one’s point of view) by a church. But this instance seems egregious.

It seems like Utah is setting itself up for a pretty substantial lawsuit here. I know the LDS Church has all the money in the world, but guess who else has big money all of a sudden? The marijuana industry. They not only have money, they have a rock-solid, guaranteed-profit business plan ready to roll into place in Utah as soon as legislators open the gate. They undoubtedly put a lot of money into the campaign for Proposition 2. And now, at the last minute, they are being hamstrung at the legislative level by the church.

Uh yeah, there’s gonna be a lawsuit. Be interesting to follow too.

  • iceplant December 4, 2018 at 8:44 am

I’ve lived in a lot of places in my life and Utah is by far the most insane and idiotic.
Everyone just sits around waiting to find out what the church is going to tell them to do next.
This isn’t America. This is the Country of Deseret. Pathetic.

    • Happy Commenter December 4, 2018 at 11:36 am

If you don’t like the weather, MOVE!

      • Kilroywashere December 4, 2018 at 5:14 pm

Oh how profound there Happy of the 7 dwarfs. How about instead of move, try movement. It is time for a State wide political coalition to counter this crap. I bet even some Mormons would join as well. And kudos to Nickdanger for nailing it down. Happy C. Your comment to surrender to the status quo and leave is
simply not the American way. And by the way, this statement is so cliche and overused in these parts, it is a pathetic reminder of the pavlovian response ingrained in Utah’s historical culture of fear that questioning the dogma of authority will result in excommunication. If you want to be a Soviet American that is your prerogative Happy Commenter. Strange day indeed when Killroy is defending Iceplant of all people.

        • Happy Commenter December 4, 2018 at 10:18 pm

If you don’t like the weather, MOVE! BOHICA!

          • iceplant December 5, 2018 at 5:58 am

Your responses are typical. “Don’t like it, MOVE!!”
That’s not how any of this works. But I wouldn’t expect you to know that.
I choose to stay and fight. You’re simply in the way. Maybe YOU should move.

  • tazzman December 4, 2018 at 2:03 pm

    Watered down grass bill.

  • Mike P December 4, 2018 at 2:45 pm

Hate to tell ya this folks. I’m from California (sorry) and I’ve seen this happen many,…… MANY times. Initiative after Initiative after Initiative. Bill after bill after bill………and as I’ve said many times, and it’s proven to be right, If the Politicians want it, it WILL happen, if the PEOPLE want it, and the Politicians don’t , it WILL NOT happen. WAKE UP!

    • Redbud December 4, 2018 at 7:12 pm

Mike P I agree with your statement. That’s why I sometimes (but not always) feel that voting is a waste of time because whether you vote in democrat, republican, independent, whatever, it just seems like they do what they want anyways as long as it’s what they want, not what we the people want.

      • Utahguns December 4, 2018 at 9:14 pm

I’m also sure this shows the true colors of the Utah church….
They want complete control over you.

  • ladybugavenger December 4, 2018 at 3:02 pm

I told y’all what happened when medicinal marijuana was voted legal here in oklahoma then the governor made a bunch of regulations after the fact, that changed what we voted for.

I warned y’all it would happen there, it’s just that you have the LDS to blame in utah.

    • iceplant December 5, 2018 at 6:01 am

YOU DON’T EVEN LIVE IN UTAH????
      HAHAHAHAAAAHAHAAAAAAHAHAHAHAAAAAA!!!!

      • ladybugavenger December 5, 2018 at 10:14 am

My heart, daughter, and grandchildren are still there. It is good to know that y”all blame LDS, but know its deeper than that. Oklahoma is not LDS and it happened here.

The law needs to be changed at Federal level so the states cant use federal law against the voice and votes of the people.

      • ladybugavenger December 5, 2018 at 11:14 am

Anymore….ice pick. I spent too many years there and both my kids were born in utah, one in the old st george hospital and the other in Richtield. so yes, as an outsider that moved there in the 90’s during the big growth to moving away and moving back to st george in 2011 for 5 more years….I do have an interest. I like to see how different communities live.

Plus, no where else is there a news sight like this and public shaming of booking photos lol

        Have a blessed day!

Now, go out and make marijuana legal at the Federal level icepuck!

        • Carpe Diem December 5, 2018 at 12:44 pm

Well said. Don’t put up with the grouchy guff!

      • Happy Commenter December 5, 2018 at 12:31 pm

Welcome to Utah, plant!..hahahahahaha! Nothing is going to change, so deal with it and quit your crying!

  • Utahguns December 4, 2018 at 9:12 pm

This Utah church dictatorship crap just steams me….
