Welfare check on mother, daughter leads to their arrest for drugs, assault

ST. GEORGE – A welfare check on a mother and daughter in a parked car near 80 N. River Road in St. George Wednesday led to their arrest after the mother allegedly assaulted police officers, who found a wide array of drugs and drug paraphernalia in their car.

While officers were responding to a welfare check around 2:55 p.m., they noticed the vehicle they were there to check leaving the area.

When the driver of the vehicle failed to stop at a red light, officers initiated a traffic stop near the area of 1250 East and 100 South in St. George, according to probable cause statements by the St. George Police Department filed in support of the arrests.

Neither the driver, later identified as 22-year-old Danielle Colleen Mayer, of Glendale, Arizona, nor the passenger, later identified as 39-year-old Angela Dawn Clement, of Cordova, Alaska, had a driver’s license they could present.

The driver initially told police her name was Sandra Elizabeth Wittermood and said she didn’t have a driver’s license but that she had a learner’s permit out of Michigan, according to the statement. When officers checked her information, they were advised that there was no one in the system matching the information she provided.

Both of the women were asked to exit the vehicle after officers smelled the odor of marijuana coming from the car and located a glass pipe with burnt residue next to a clear Ziploc baggie with a white crystal substance consistent with methamphetamine in the door handle, the statement said.

Clement, who originally told officers her name was “Blythe,” wouldn’t stay where the officers asked her to stay.

“She stated that she didn’t have to follow my orders and for me not to touch her,” the statement said.

As officers tried to handcuff Clement, she kicked one of the officers in the leg, according to the statement, and tried to “swipe” another officer’s feet with her feet. She was placed under arrest.

“While placing (Clement) into a patrol vehicle,” the statement said, “she apologized to her daughter and stated I am sorry for having that other stuff in the vehicle.”

A search of the vehicle yielded a syringe loaded with heroin, additional methamphetamine and heroin, marijuana and large amounts of drug paraphernalia, according to the statement.

Officers also located identifying documents belonging to the two women as well as a social security card and driver’s license belonging to a woman in Arizona.

Clement and Mayer were both arrested and booked into the Washington County Purgatory Correctional Facility.

Clement was charged with two third-degree felonies for drug possession; two class A misdemeanors for giving a false personal identity to officers and assault against an officer; and three class B misdemeanors for interference with an arresting officer and possession of drugs and drug paraphernalia.

Mayer was charged with three third-degree felonies for possession of another’s identifying documents and drug possession; two class B misdemeanors for possession of drugs and drug paraphernalia; a class C misdemeanor for giving a false personal identity to officers; and two infractions for not obtaining a valid driver’s license and a traffic violation.

Judge Jeffrey Wilcox, of the 5th District Court, ordered Mayer’s bail for her release pending trial set at $22,000 and Clement’s bail set at $13,000 during each of their initial court appearances Thursday.

The two were both found indigent by the court and Mayer will be represented by court-appointed attorney Douglas Terry, while Clement will be represented by court-appointed attorney Jay Winward.

They were both scheduled to appear in court Monday.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.
