Deputy constable arrested for allegedly defrauding at least 6 people

WASHINGTON CITY – A Hurricane man and his wife, who is a deputy constable, were arrested Monday after they allegedly used her position with the Utah County Constables Office to financially defraud at least six people.

Shandon Gale Young, 33, and Katina Marie Young, 34, created a scam using the Utah County Constables Office to appear official, Washington City Police Officer Mike Sittre said in his probable cause statement supporting their arrests.

“Katina Young was an employee of the Utah County Constables Office,” Washington City Police Public Information Officer Ed Kantor said, “and basically her and her husband, Shandon, both of Hurricane, attempted to defraud several businesses in Washington City utilizing a fraudulent document – a supposed contract.”

The two allegedly told the businesses they were going to recover some property in Colorado City, Kantor said, and then split the proceeds with the businesses.

“They paid money from the businesses to go into this venture through fraudulent means,” he said, “so that’s where the charges stem from.”

In addition to other charges, Kantor said, Shandon Young was booked on one count of uttering a forged document, which means presenting a forged document to someone; the forged document was the fraudulent contract the Youngs utilized to defraud the businesses.

“A forged official document was used in the scam,” Sittre said. “Shandon admitted to these offenses.”

The Youngs were arrested and each charged with one second-degree felony for communications fraud; four third-degree felonies for theft; and two class A misdemeanors for theft. Shandon Young was charged with an additional third-degree felony for forgery.

The Youngs were booked into the Washington County Purgatory Correctional Facility on Monday. Shandon Young’s bail is set at $38,900 and Katina Young’s bail is set at $33,900.

They are scheduled to make their initial court appearances Tuesday.

This is not the first hiccup Katina Young has had with the law. She was charged with a class B misdemeanor for impersonating an officer on June 21 and was summoned for an arraignment, set for Oct. 1, for the incident.

Katina Young also made the news on Sept. 13, 2013, when she alleged she was discriminated against by the Hurricane City Police Department when, instead of landing an interview for the police officer position she had applied for, she instead received a rejection letter.

“To me that is blatant discrimination,” Katina Young said in a 2013 interview. “I was quite shocked.”

In response to Katina Young’s allegations in 2013, Hurricane City Police Department Public Information Officer Sgt. Brandon Buell said it doesn’t matter if applicants are male or female because Hurricane is an equal opportunity city. There are some great female officers working in Washington County, he said, and the Hurricane Police Department would welcome a female officer. But, he said, the Police Department would not hire a female just to have one on the force.

“We will hire the best candidate for the job,” Buell said.

After her rejection from the Hurricane City Police Department, Katina Young landed a job at a private probation company as a probation agent and began working as a deputy constable for the Utah County Constables Office thereafter.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

Shandon you should be relieved fraud is the only charges you have YET to be charged with!!! your one sick waste of existence and you deserved to be in prison long ago, had the justice system not failed and protected (YOU) the criminal and not the innocent helpless victims!! Oh wait that case was sealed and you were protected because you were a minor!!! PATHETIC….just so you could go on and continue your sick ways as an adult!!!!! ONE way or another you will pay for what you did and you should never be allowed around any child EVER!!!!! Maybe now more can sleep better knowing your right were you belong!!! No matter where you ran to you always managed to make a long lasting impression of a compulsive liar!!! I’m just shocked you made it this long!!!! Let’s pray the justice system won’t fail again!!!

      I’m asking if there is any relationship to some well known B. Young. If so, look for a very lax sentence, if any, maybe even a fund raiser to help ease their pain.

    My questions are actually for the businesses…1- How could a Utah Constable be recovering items from another state without a court order? 2- Why are you paying someone for something that you haven’t seen? 3-Why would anyone trust a person that has a criminal charges similar to fraud and has run ins with the law?
    Now my statements: Known this girl since high school, she was a habitual liar then and pretended to be someone that she wasn’t. Nothing has changed. I feel for their children to have to go through this and I hope that they find a better place for them. I also hope that this time she may finally learn her lesson. Hopefully jail time will change her.

    These two are not unknown in Hurricane, in fact they were pretty infamous. I don’t think that anything was ever prosecuted but a lot of people installed motion sensor lighting before they were eventually forced to move. Very weird clan. So now, what happens to all those babies they had together? I shudder to imagine.

    i have known these two very well, and may I just say, I’m not surprised! Every person that knows these two know that they, especially Shandon have a chronic lying problem! And the funny thing is, is they lie about the dumbest things that don’t even matter! Anyone agree?!

    What in the world made this girl think she would ever be hired to be a cop. I am sure the local community talked to the Police Department and warned them of her life long dishonesty issues. How would they respect her if she was hired? She just wanted to get a job with the police so she could use the power to steal from everyone. Didn’t Tom the barber want her hired it said in the article. Another bad choice from the town barber.

    Doug, I would like to defend Tom Hirschi, and let everyone know that He would NEVER recommend katina to be hired at HCPD, or anywhere for that matter. I know him very well and know for a fact that he cannot stand the girl, and even said those exact words directly to me when all of that was going on. I’m not sure how it got twisted around that he wanted her hired, when infact, it’s the complete opposite. I’m not meaning to attack anyone, but just wanted to defend Tom. He is a great man, was a great mayor, and would never be as stupid as to recommend a compulsive liar and thief to such a position.

    Well my opinion is since she wanted to be a police officer she will finally get the chance to see what they do to criminals. Also I have noticed since moving here from another state how some criminals get a slap on the wrist while others who committed lesser crimes get hefty sentences. I am an active church going, garment wearing member of the church, but all criminals should get the same treatment no matter if they a member or not. And bobber you awesome. Your comments do not offend me. I just laugh.

    Why is it that no one has looked into their business they started antler affliction ? Some charges should be pressed against them too for that. I am sure I am not the only one they took advantage of during Christmas of last year.. We called her ka-TUNA in high school and. I can tell she hasn’t changed her ways… She still stinks. Karma is a bitch!!!

    This is sad. I hope they get the justice they deserve, because they have hurt and screwed too many people. I hope she gets her right share of justice, she has lied to many people including her own husband, even after she got bailed out. Unbelievable what her family has done to make this bad situation worse, they are as bad as she is including her mexican sister inlaw, such a low life and bad person.
    The worst part here is the kids, they are the ones that suffer the most and neither of the parents deserve those kids. I really hope they get their share of justice. Katina better watch what she says to the judge because she is the main character of this whole scam and she needs to take responsibility for once in her life. Karma is a bitch and this time got it right. Is so sad to know that she will never work in UT again with her degree which by the way her father in law is still paying for that. Some people are smart enough to screw people over a few thousand of dollars but not enough to take advantage of having a college degree.
