Task Force arrests three on drug charges

ST. GEORGE — The Washington County Drug Task Force arrested two men and one woman on drug charges on Thursday at America’s Best Inn, 245 North Red Cliffs Drive in St. George.

Those arrested were Steven Lloyd Kieffer, 44, of St. George; Cache P. Phillips, 43, of St. George; and Lecia Ann Davis, 35, listed as transient.

According to the probable cause statement filed by police in conjunction with the arrests, police executed a search warrant at the motel and found Davis on the bed with suspected methamphetamine and a sum of money. During their investigation, police also found a handgun on the bed that Davis later admitted owning.

Police found digital scales and small plastic baggies in the room and Davis admitted to detectives that she had been selling methamphetamine from the motel room that day, the statement said.

According to the police statement, Phillips was found inside of the room and was attempting to flush drug and drug paraphernalia down the toilet. Detectives also found a baggie of suspected methamphetamine on Phillips and identifed the items in the toilet as suspected methamphetamine.

While Phillips was being searched at the jail, additional methamphetamine was located on his person, the statement said.

Davis was charged with possession of a weapon by a restricted person, a second-degree felony; drug distribution a first-degree felony; and possession of drug paraphernalia, a class-A misdemeanor. Bail listed for the charges on booking totals $46,850.

Phillips was charged with possession of contraband in jail, evidence tampering and drug possession, all third-degree felonies; and possession of drug paraphernalia, a class-A misdemeanor. His bail for the charges is listed at $21,850.

Kieffer was charged with drug possession, a second-degree felony. Bail for his charge is listed at $10,000.

All charges were enhanced because the arrests were made within a drug free zone.

Davis, Phillips and Kieffer were all booked into Washington County’s Purgatory Correctional Facility.

Persons charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.
