HURRICANE – A 20-year-old Hurricane City man was arrested on several felony drug and weapons charges Friday night, after a police officer’s quick observations led to his initial stop.
According to the probable cause statement filed in connection with the arrest, Hurricane City Police Officer Kacen Gubler was on patrol when he observed Zachary Stout driving a vehicle with a teen girl as a passenger.
“I knew Zachary Stout had four warrants for his arrest and a suspended driver’s license,” Gubler wrote in the probable cause statement.
After getting the vehicle stopped, Gubler approached Stout and asked him if there was anything illegal such as drugs or weapons in the car. According to the statement, Stout told the officer there was not.
After another officer arrived on scene, the officers began to instruct the occupants of the vehicle to exit. According to the statement, as the teen girl exited the vehicle, a loaded handgun became exposed. Stout then exited the vehicle and was arrested for his outstanding warrants and driving on a suspended driver’s license.
Again, Gubler asked Stout if there was anything else in the vehicle, Gubler said in the statement, and again Stout told him “no” and gave officers permission to search his vehicle.
During the search, officers found another handgun with a full-clip, a black bag containing a low-weight scale, small clear baggies, and a baggy half-full of methamphetamine, the probable cause statement said, and as officers continued their search of the vehicle, more methamphetamine was located in the center console.
Stout was then transported and booked into Washington County’s Purgatory Correctional Facility on charges of drug possession with intent to distribute, a second-degree felony; a restricted person in possession of a weapon, a third-degree felony; endangering a child, a third-degree felony; two counts of possession of paraphernalia, a class-A misdemeanor; driving on a suspended license, a class-B misdemeanor; no proof of insurance, a class-B misdemeanor; violation of carrying a loaded weapon, a class-B misdemeanor; and four unrelated misdemeanor warrants.
Stout is still in custody as this report is published and bail for his release stands at $29,335.
“This is an example of great proactive police work,” Sgt. Brandon Buell of the Hurricane Police Department said. “This Officer was aware of who and what was going on in his community and, therefore, we were able to get loaded firearms and drugs off of the streets of our community.”
Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

A technical correction: The word you’re looking for is magazine, not clip.
So: “Officers found another handgun with a full magazine.”
Romney was a cop wasn’t he? shouldn’t he know better?
Maybe that explains why his “about the author” says “a former” law enforcement officer.
Good for you, Officer Gubler. Thank you for getting criminals away from the public. We should not put up with any delinquent behavior. We deserve to live in a peaceful place with quality people.

From what I have been told there was another male in the vehicle who was actually the owner of the black bag with the drugs and loaded pistol which is why the owner said it was ok to check the vehicle. He didn’t know there was anything there. Hope it all gets sorted out.

No. I wouldn’t recommend giving the police permission to search my car, period whether criminal or not. Let them try to establish their probable cause and then do it.
Usually the guy who owns the drugs will come clean and admit they own the drugs. It is part of the druggie code
He had prior warrants. It is possible that he ordered to not be in the vicinity of felons,around guns or ammunition and not have any reason to be contacted by the police. If that is the case it doesnt matter who owned the guns.

What if he had a Carbon 15 Pistol? I believe what you are looking for Mike is that you weren’t there and don’t know the kind of pistol it was. I am sure you meant to say that if it was a traditional pistol it would be a magazine, but a Carbon 15 pistol would have a clip. Thank you Mr. Red Jacket for educating us. *cough cough* I am sure Washcityman knows everyone there is perfect. hahahahaha………..I am sure there is no drug problem in Washington.
