Brothers of international criminal in custody as multiple victims come forward

SALT LAKE CITY – The Attorney General’s SECURE Strike Force investigation team announced today successful results from the ongoing investigation of Victor Manuel Rax, 42, who was arrested in a major interagency sting on Feb. 11.

Rax is currently being held on three drug distribution counts as SECURE’s special prosecutor prepares to file extensive charges next week based on information obtained since his arrest.

The investigation has also led to the capture of Rax’s two brothers Victor A. Rax Chun, 31, for Witness Tampering and Marco Tot-Chun, 31, on two counts Possession of a Forged Writing, all third degree felonies. The brothers are believed to have come with Rax to Utah over a decade ago. U.S. Immigration and Customs Enforcement agents are involved.

“The Victor Rax case is a story of a villain, innocents abused and innocence stolen, and heroes. It is one that has led our team through deep emotions as we are extremely relieved to have Rax and his support team in custody but profoundly saddened by the destruction he has caused to so many children and families over the past decade in Utah,” Chief of Law Enforcement for the Utah Attorney General Ken Wallentine said. “Both our investigation and prosecution teams have been working diligently to protect the multiple victims impacted by this man who stands accused of preying on children and vulnerable populations.”

The two new arrests focus on individuals who have sought to interfere with the investigation and prosecution of Victor Rax. The Attorney General’s Office seeks to protect individuals who report crimes and will continue to put effort and resources into protecting victims and their families from any attempt to tamper with potential evidence.

On Feb. 11, Special Agents of SECURE executed four search warrants with the help of ICE Enforcement and Removal Operations agents, the Park City Police Department, the West Jordan Police Department, Utah Department of Corrections, and Adult Probation and Parole and Highway Patrol which resulted in the arrest of Victor Manuel Rax for Aggravated Human Trafficking, Possession with Intent to Distribute Methamphetamine, Cocaine, Heroin, Marijuana and Spice.

On Feb. 18, Victor Rax was charged in the Third District Court in and for the Salt Lake County, Salt Lake Division, State of Utah for three counts Possession of a Controlled Substance with the Intent to Distribute in an Enhanced Drug Free Zone, two first degree felonies and one second degree felony. The charges have held him in custody as SECURE’s prosecution team has met with victims to detail the facts.

Investigators believe that there may be more victims. The Utah Attorney General SECURE Strike Force thanks the public for help in identifying victims and urges those who have not yet come forward to call the SECURE Tip Line number at 801-281-1203 to report abuse and receive support services.
